Am I right, that a player is allowed to own more than one copy of a certain kind of improvement tile?

Correct. Note though that you can not cumulate those in one action. Each improvement tile must be used in a separate action. As described under "use an improvement".

This question arose in our group after a player obtained two of the tiles which let you harvest two wine cubes with one harvest action.

We played the correct way, that this player could not harvest three or even four wine cubes with a single action using both improvement tiles at once, since we knew, that you can only use at most one improvement tile per action.

Nevertheless, harvesting four wine cubes with two actions, using one of these improvement tiles per action, still seemed incredibly powerful to us, not because of all the harvested wine, but mainly because of the pressure on game year ending. So this was the motivation to ask here for sure.

Practically the first run-in with the harsher side of Grand Cru. Was he also using yellow grapes, by any chance...?

If I remember right, he had the purple grapes. But he had also one of the improvement tiles, which let you move one wine variety by one barrel in your cellar ;)
