The rules aren't quite clear on this.

Can you choose to NOT play a card? The main one that would be bad to be forced to play is an Arrest.

You MUST play a card; at least, that is designer's intent...

So, be ready for an ARREST if it comes to that!!

But if the goal is to empty your hand, not playing a card would be self-penalizing, wouldn't it?

Is it a different rule than the original Sherlock Holmes: The Card Game?

Yes... but this is NOT a way you can "screw your neighbor" by passing a card. You MUST play a card; if you can't, you draw a card.

I really don't remember; it has been over a decade since I've played that game!
