Marco in his review played it solo and has some comments addressing the issue. He felt it played pretty well solo.

It really is stronger as a two player game but I feel it plays solo pretty well if you can plan several turns in advance, as the real commanders did, and then try to execute those plans.

It does also have a Vassal module so play across the country or world is also possible.
