Sorry if this is answered elsewhere, but I couldn't seem to find it. Why do train cards have a "B" on the back with a spot for a worker?

When all the rubble is gone, you take any one of the unused train cards and flip it over and cover up the B action with a new action (because the original B action - the excavating action, is no longer of any use since the rubble is gone).

Ah, thank you! I've only played 3 solo games and all have ended up with me placing the last action token before all the rubble is removed. Another brilliant and elegant mechanic!
