Hello, Howard--I responded to your other thread first, so there may be a bit of redundancy here! For ease, here's the final rulebook: http://www.undinestudios.com/slimBooklet_may8.pdf

Black market passes cannot be obtained from Salil, no matter what. Thematically, he gets rewarded a lot of money for turning them into the authorities, which is why he gives you two gems for a trade. The black market passes are only with Salil for ease of putting them back in the bag, but it's probably easier if you just pretend that he doesn't have any.

Despite the mechanics of leaving the gems with him, you can assume that:

• Black market passes spent to enter the black market are spent at the black market, not with Salil;

• Black market passes traded to Salil are quickly turned into the local authorities.
