Once a month I would put on a tournament for kicks and grins, and the first couple months folks came out to play these things. However in recent months (I blame summertime) not many have made it out. Here's the rules I had for my "second stringer" tournament:

Second Stringers! 100 point fleet, 1 resource, normal fleet construction rules with the following exceptions:

No Borg-only items (Named Suong is fine because its dual faction, same with dual faction crew)
No captain 6 or above (No Donatra, GenKhan, etc)
Only 1 named ship may be used, the rest have to be generic ships
Flagship resource may NOT be used

There was going to be 3 rounds with different OP scenarios on each round:

Round 1: Tholian Web
Round 2: Dominion war OP4 (Save earth)
Round 3: Arena!

My list was a 4-ship that had Valdore on the Valdore, and a few other things I can't remember right now. I never got to play it though. What would your list look like? (And feel free to use these rules to run your own tournament, etc)

Not really answering your build questions, but I am admiring the second stringers motif and the change up each round. I think this sort of thing would engender some of the best fun and best fleet making in the game.

I was indeed bummed that I couldn't make it down (RPG night obligations).

Here's what I would have brought:

U.S.S. Voyager (30)
Worf (4)
Mr. Spock (5)
Pavel Chekov (3)
High Energy Sensor Sweep (5)
Transphasic Torpedoes (10)
Total (57)

Valdore Class (28)
Valdore (3)
Synon (6)
Total (37)

Elite Attack Die (5)

Fleet total: 99

I'm pretty positive this was my list:

Resource: Command Tokens (5)

I.R.W. Valdore (30)
Valdore (3)
Ship SP: 33

B’Rel-Class (20)
Worf (3)
Alexander (3)
Ship SP: 26

Bajoran Interceptor (16)
Kira Nerys (3)
Ship SP: 19

Romulan Science Vessel (12)
Gelnon (4)
Ship SP: 16

Total Build SP: 99

It would have owned in the Arena, but I'm not so sure how well it would have done otherwise...

Yeah, my two-shipper would have had trouble in the Arena. Then again, if I got off a Transphasic shot before the Captains' Battle... and with the Elite Attack Die... who knows?

you could also limit the upgrades to 4 points and less.

There are plenty of 5 point Upgrades that don't see a whole lot of use.

I was just thinking of variations. Hard to make a rule that says what ever you usually do, don't do that
