Some events say "within X spaces of Y" or similar.
Do spaces separated by passes count as 1 space apart or 2 for this purpose?

Also when wintering at nearest controlled fortified space, is "nearest" based on cps to move there?

Number of spaces in both cases. Ignore movement costs when figuring out a "nearest space".

Also count sea zones as one space for displacement and nearest-fortification-in-winter. E.g. there's a two space distance from Brest to Calais, not four.
