Noob here.

Recently had a game, only my third, in which a military struggle ensued that we could not envision.

One opponent and I were both military-heavy (I eventually won a military victory). So, barracks / academy was prized commodity. We both had gunpowder, so we both kept harvesting two resources and blowing up the other guy's barracks and rebuilding it in one of our cities.

Does this type of cycle happen to anyone else? I'd say we destroyed it a total of five times, since no more barracks were available. We both knew we'd be fighting soon, and we wanted the combat bonus.

Is this just part of the normal strategy?

I have never really encountered that. I find that often 2 resources are a bit steep price to pay for a single barrack/academy. The city actions spend on doing that can very often be spent a lot better.
