Optional Rules - Duds:

1st sentence says: "When a British ship straddles an enemy ship, roll a die b4 resolving damage" (for possible dud).
Which implies that only British ships suffer from duds.

However, the last sentence under DUDS says: "This rule does not apply to German ships."
Which implies all nations ships except Germany suffer duds.

So my question is: Do only British ships roll for duds? OR
do all other nations ships except Germany roll for duds?

My guess is that this rule applies specifically to the British.
At the outset of WWI, the Brits lagged far behind the French, Germans and Americans in development of new, more effective, armor piercing shells to deal with the ever increasing thickness of armor, and also suitable detonators to go with them.
Often, British shells would simply break up on impact before the detonator could do it's job. They would also detonate prematurely when the shell penetrated thinner armor. It was a problem that plagued them throughout the war.
