There are 5 ingredients (jalapeños, mushrooms, olives, onion, & pepperoni). This results in 10 combinations (5 choose 2) + 5 doubles (e.g., onion-onion) for a total of 15 pairings. The rules indicate three copies of each for total of 45 discs.

With the veggie option, there are now 6 ingredients (basil, jalapeños, mushrooms, olives, onion, & pepperoni). This results in 15 combinations (6 choose 2) + 6 doubles for a total of 21 pairings. Two copies of each gives 42 discs.

Now you can shuffle all the meat and veggie cards, and play the game.

---

However, the ratio of cards to discs is now somewhat different because there are no cards with pepperoni and basil together. For example, there are:

14 cards with pepperoni orders
19 cards with jalapeños orders

There are 12 discs with each ingredient. So,

12/14 = 0.86 discs per pepperoni order
12/19 = 0.63 discs per jalapeño order

Probably not game breaking, but the pepperoni orders will be ~37% easier to fill than jalapeño orders.

Solution Remove the following order cards:
-- jalapeño, jalapeño, olives
-- jalapeño, jalapeño, onion
-- mushroom, mushroom, jalapeño
-- mushroom, mushroom, olives
-- olives, olives, mushrooms
-- olives, olives, onion
-- onion, onion, jalapeño
-- onion, onion, mushroom

There are now 15 jalapeño cards.

12/14 = 0.86 discs per pepperoni order
12/15 = 0.80 discs per jalapeño order

Gives a 7.5% advantage to "pepperoni" orders versus "jalapeño" orders. Much better!

What about icon distribution?
-- 18 total pepperoni icons
-- 18 total jalapeño icons

What about deck size?
-- original deck is 30 cards
-- current deck is 36 cards
