What are the rules for the Rhodes Scholar "Turf Tuesdays" 1969 card?

The event says: Highest Reputation in Any Subject: +2 Sport

We took this to mean that no auction takes place this round, instead you just check for the single furthest progress made by any player in any of the rows or columns, and give that player 2 more points in the sport column.

And lacking any other directions, we decided to follow the Silent Auction model and say that all players tied for the highest single reputation marker get the +2 sports award.

We then decided that the Chancellor would be the tied player with the largest college (then money, then determined by chancellor), but in retrospect, for Events I think the first and only tiebreaker is the decision of the Chancellor, so we should have done that.

Hi Christopher - yes you have that exactly right, tied players all receive the reward and then the current chancellor chooses, who becomes the new chancellor, from among the tied players. Hope you're enjoying the game!
