How does this mini-expansion work? Give each player X cards and keep 1? Should this have an extra entry on BGG as an expansion?

We've been dealing 1 card to each player, but I think "deal 3 and choose 1" would work, as they're not all created equal.

I can say that this is my preferred method for using these cards, but there is no official ruling on them (as they were a stretch addon for KS) and however you prefer using them is definitely the correct way

What are these cards, and why are they in the box? There is no mention of these in the instructions or list of pieces!
Do we deal 3/keep 1 at the beginning of the game?

If it is/will be available separately from the base game, then yes it should have its own entry on BGG
