(1) I'm missing something in the explanation/example for maintenance & upkeep costs in the rulebook. The example shows this line item as $14 - $3x2 = $8. Where did this $14 come from? And how do the deductions work? Is it -$3 per garden? What is the other item that is -$3?

(2) How does the room scoring work? The manual suggests they score 2-4-6-8 based on the floor they're located on, but the example doesn't seem to make any sense as it seems to suggest the player only earn 4 points in the example (0-0-2-2). It appears to me like the example has 2 rooms (maybe 3 or 4 with the operating room and waiting room) on the first floor and two rooms on the second floor, which should add up to 12 or 14-16 points depending on whether the operating room and/or waiting room counts.

Looks fascinating...but my head is spinning a bit right now

(1) the $14 is the sum of all tiles + the gardens which cost $1 to maintain the deduction is coming from the staff who is working in the office and helps to maintain the tiles and the gardens : -3 for each pink cube that is working in the office

(2) each room score 2x where x is the floor. The ground floor counts as 0 since we start the game on this floor , so there are two rooms at this floor : 0+0. Then on the first floor there are two rooms , they each score 2 Popularity points, so 0+0+2+2.
Waiting room and operating room are not considered as rooms since they are described as specialized modules instead , so they score 0, , they have other advantages all along the game if the player plays well

has this been corrected in the final rulebook? the file here on bgg says to score 2,4,6 and 8 points according to the floor (although the example works as you explained).

Yes it has been corrected
Thank you for checking

If you look closer at the player board , there is a small reminder of this rule on the right side for each floor
