Personally, I like the strategic element inherent in the existing, non-random combat system. However, since some gamers enjoy a little randomness, and cubes of 36 small 6-sided dice are readily available in a variety of colors, here's a cool variant to the game that adds more uncertainty.

Use dice as ships, roll them when Exterminating
Instead of using counters as ships, use colored dice. When a system is invaded during an Exterminate command, each player rolls their dice present in that system and compares them from highest to lowest, Risk style. Defender wins ties. If both sides have at least one ship remaining after a round of combat, the attacker may either retreat or press the attack.

More powerful ships
Building on the idea above, you could conceivably have a range of more or less powerful ships by using polyhedral dice. As a simple example, you could say that a 10-sided "ship" can be added to the board in place of 2 regular ships when performing the Expand command. Seems about right to me.
