Just played a few games. It seemed that the response cards rarely were played since it takes a turn to place them and then discarded with one use as opposed to most status cards that get used every turn for free.

It would seem a good variant to allow players to play them directly from their hands with the cost of a couple of discards either from their hand or draw deck. Just a thought since many of those response cards are very good, but not quite good enough to give up some other immediate action.

Thoughts?

In our experience, the Japan player plays them lots (that's how he gets good offence) and the others played them occasionally (avg 1 to 2 per game for the other 5 countries?). Ok, I think US and Germany have none, so Italy, Russia and UK may have played 2 each, on average.

No matter how cards are tweaked, you're always choosing to play 1 card of 7 - so lots of cards will get overlooked for several turns, including the Response cards. If you are locked in combat, you're likely playing build and battle cards right now; but is it better to play something for the future? Sometimes it is... interesting choice.

I think that I like it the way it is.

This is a simple game about setting up and protecting a points engine. For some countries like Japan, these cards are essential to spread your forces and stop the enemy. Once you establish control of obtainable supply spaces as Japan these cards become important for establishing your plan to spread your control. If you play all of your build and battle cards early just to build and kill because you can and ignore formulating a plan with response cards you will end up holding a bunch of response cards and nothing else.

Japan & Italy have some strong response cards & should play those when they draw them.
Other countries have much weaker response cards, and in many cases their best use is to discard them so you can draw better cards.
