This is a simple rule, that I have tried in a couple of games.

When rolling for Taxes/Colonists a player may declare a modifier of +1,0, or -1 to the die roll if they desire, BEFORE the roll. The modified roll determines your colonists and taxes, with 1 and 6 still being min and max. For the random event, the unmodified roll is used.

This gives you a bit more influence over if you want colonists or cash.

Good rule, but maybe "Royal Influence" is a better description. Vicerois were mere officials of the King
