Using Unshaded Event, Free Airstrike any 2 Jungle Spaces.

I know free Special Activities must respect rules, and an Airstrike space need a COIN piece.

But could "any jungle spaces" be some without COIN Pieces ?

So, is Agent Orange a super Airstrike or a cheap one ?

Taking the card as literally as possible, I'd say "any" means even jungle spaces without COIN pieces. This would seem to make sense thematically in that you are defoliating whole swaths of jungle and you don't really need a spotter to do that.

Any means Any, the idea is the Agent Orange has defoliated some tracts of jungle exposing the targets so they can now be seen from the air and do not necessarily require a spotter.
