Which game has managed to depict the largest amount of nations in their real world map, with every area holding some significance? (Basically not there just because they exist in real life; there has to be a way to interact with any location during the game)

It doesn't have to be a war game or area control, but it would probably belong to one or both of those categories.

Well, it's pre-end of cold war and doesn't have country names labeled but it is indeed a map of the entire world!
