I assume you are asking because the rules for Leaders says:

Quote:
The game now starts with a Leader Phase

However, this is after set up, which tells you that each player starts with 6 coins instead of 3 as in the base game. And the base game rules says that you get your coins after getting your wonder board.

There is never a Wonder selection phase; you just get one randomly.
Thus, this always happens before the game.

Get a random wonder

AGE 0 start
Get your Leaders

Round 0 - draft Leaders
AGE 0 END

AGE I start
Round 1, turn #0 - do something with your Leader

THEN look at your Age I cards
Round 1, turns #1 through #6 - play cards normally
AGE I END

AGE II start
Round 2, turn #0 - do something with your Leader

THEN look at your Age II cards
Round 2, turns #1 through #6 - play cards normally
AGE II END

etc. for round #3

We house rule that if someone has the same wonder as the last game, we let them get a new one. Otherwise, yeah, folks tend to go with what's comfy or the higher tiered wonders.

Hopefully, at least you get to choose side A or side B. Some of the side A's are lousy. But yeah, I'm not too fond of Babylon myself.

I like house ruling that 1) you can choose either the A side or B side of your wonder, and 2) you get one veto of your own wonder, and pull a new one randomly. Basically, it's still random, but if you end up with Stonehenge or with Babylon *again*, you can force a bit more variety.
