To speed up the game and reduce the feeling of "down time" while the other players are taking their turns, I suggest this rule.

Have appropriate sized pads of paper for every player. You could even create custom sheets on a computer with all the different units, their costs and a place for the cost of that many of that type to make it easy to total the column. For instance: " ___ Inf. X $3 each == $____ "

Before each player starts his turn he must have written down exactly what he will buy that turn on 1 sheet of the paper.

At the start of the game Russia and Germany must have finished 1 side before the game can start. Germany can finish his other side as Russia moves.

He can use the 2 sides to create 2 lists. He must use 1 or the other of those lists.

You could allow each player to create a default list that he can buy if somehow he can't create a list that turn in time. The default list would be limited to that nation's starting income and would have some marked as being what he would not buy if he lacked the money. They are marked 1, 2, 3, etc. as being the 1st one he would not buy, the 2nd one, the 3rd one, etc., if he hasn't got enough money. If the list is handwritten, then the 1 at the bottom is the 1st to not buy, the next one up is the 2nd to not buy, etc.

The player saves any left over money to use next turn.

Interesting idea. Have you tried allowing the sides to move simultaneously? Allies go, then Axis go? It worked well in the MB version.
