No Thanks! and Loot were pretty popular here. They are both better when you have 4 but can be done with 3. There is also blue moon if you have two.

I and fellow coworkers have much enjoyed all three of those.

For lunchtime gaming card games are generally best I think. Here's a few I think work really well for 2-3. Good games that aren't just abstract card games with paper thin themes pasted over them.

I've had good luck with

Ticket to Ride (never had a problem getting 5 for this)
Ticket to Ride: Europe
Carcassonne (the favorite for our hardcore-ish group of 3; just watch
the number of expansions)
Memoir '44 (though the setup/breakdown are a little much)
Blue Moon
Wings of War

We've tried Pirate's Cove and probably will again, but it's probably closer to the 90-minute end of the 60-90-minute range. We were really inexperienced with the rules, though, and we could probably speed it up some now.
