On the topic of suing for peace, when at war with several other major powers, the rules read the following:

4.4.2 SUING FOR PEACE: A major power wishing to "surrender" may "sue" for peace. Minor countries may not sue for peace, although peace can come through a "lapse" in a war (see 4.6.6),
4.4.2.1: A major power may not sue for peace to another major power that does not have forces within the suing home nation’s borders unless, at the same time, it sues for peace to all major powers with which it is at war.


I was let to believe that there were two kinds of peace suing, either you sue all, or you sue all who have troops in your home nation. However, upon inspecting the rules, this is not what it says, which matters in the following example:

Lets say both France and Turkey is at war with Austria, and both have troops (garrison/corps) on Austrian home nation soil. Can the Autrian player then sue only the turks for peace, and remain at war with france, since it is not explicitly forbidden in the rules?

I think you're misreading 4.4.2.1 here. What it says is "if you want to sue for peace to a power that doesn't have forces in your home nation territory, you must sue for peace to everyone you are at war with. For any power(s) with forces in your home nation, you may sue for peace to one or more of them at the controlling player's discretion.

So in your example, yes, Austria could sue to only Turkey (or only France, if they wished) and it is expressly permitted by the rules. 4.4.2 is sufficient to cover this, 4.4.2.1 only states a limitation on suing for peace.
