What about the Phase 1? It does exist? the rules say nothing about this issue. In the graphics of page 2, under 2.- Game Phases, only appear the phase 2.

The phase numbers are the number of the current highest numbered train in play: hence the game starts in phase 2.

The older 18xx games started in phase 1, and no one ever remembered the phase numbers....

Phase 1 is the initial stock round where you bid for private companies and the stock round that follows.

Phase 2 enters play during the first operating round when a corporation buys its first train (most likely a 2-Train, 2H Train etc.).
