Playing the video version--just had Toxic Seaweed out. One player may discard their hand to get rid of it. Just to see, I selected a player with no cards in their hand. The message said "Wraith discards her empty hand" and away went Toxic Seaweed.

Is this a glitch, or IRL do I have the option of doing this?

I had also wondered about the game making me choose a hero with the most ongoing cards to take damage when no one has ongoings on the table.

Nope.

In the card game, you can discard an empty hand to fulfill the order, too.

Discarding a hand has no required minimum of cards to discard.

All players discard 1 card does, though.

If no-one has any Ongoings, then you are all tied at most Ongoings. In the case of ambiguity, you choose how to break the tie. Pick any hero, in that case.
