So, it's a different situation than in Age of Steam? Neither the player or corporations are the Track's owners?

Correct, track is not owned and can be used by any corporation that can reach it.

Keep in mind though that access to track segments is critical to game play: though no player owns track, in practice there will be track you'd like to reach that will be inaccessible. Gaining and blocking access is an essential part of strategy.
