Subject: Port placement question rss

I'm fairly certain that it doesn't state this in the rules, but is there any restriction on where you can place a port? Specifically, do you have to be on a region/hex with water? Or can you build one on a land locked hex as well?

I don't have the ruleboom in front of me but I'm pretty sure the port has to have access to water. We've always played that way since you have to have access to water to build a ship.

"Port tokens are placed on the water in contact with the coastline."

Thank you! I thought it was odd if you could drop them anywhere. I need to be more thorough in the future!
