When there is only one rebel player (controlling two heroes) and the mission reward states "each player receives 1 XP", does it really mean "each hero receives 1 XP"? Or does the player have to decide which of his two heroes receives the XP? I'm hoping the former is correct but can't find the rules reference or the BGG post to suggest this.

When you only have two players (total), the player playing the Rebels acts as two Rebel Players (or three or four if they wish). There are many other rules that refer to 'each player' in the game. For example, Campaign Setup, which states "Each Rebel player chooses one Hero sheet..." Clearly, if there is only a single player, they actually choose two sheets here. Similarly for all other rules referring to number of players, you consider the player to be two Rebel players.
