The rules state that you should place a 3rd babel tile to fill the 3rd space, and that only 2 babel tiles are active. I am a bit confused because if I only place 1 babel tile there would still be 3 babel tiles active. Should this be place 2 babel tiles as there are 2 blanks included in the expansion?
Are you looking at the correct side of the babel board? One side has 4 spaces and the other has 3 spaces (one of which is covered up in a 2-player game).
