Golem rules state when no player is near to move the golem one tile inthe direction of the arrow

When the direction leads to a unplaced tile do we lay a tile and add a monster or is the golem stuck?

How does that happen? When you place a new tile, the arrow is supposed to point to the tile you came from, so your proposed situation shouldn't occur.

All the arrows point back to the start tile. It's only the start tile where there's no arrows, and the AI covers that situation.
