Just watched a playthrough and it looks great. For some reason, with the level of crime popping up, this could easily be set in Gotham. Not so much a re-theme, but a licensed setting.
I could imagine locations like Arkham being the site of disturbances or the Maroni crime family, Intergang, or Golden Dragons 'Gangs'. Play Montoya, Bullock, or even Gordon. Car Crashes could be Joker Gas bombs, etc.
