Perhaps this game is called Santiago for the same reason that the game Puerto Rico isn't called Puerto Rico Island, or that the game Java isn't called Java Island.

I think the OP is just trying to say that one might immediately think the game takes place in the capital city of Chile and not on the certainly obscure-to-Westerners island of the Cape Verde archipelago. But I see your point. I bet my opinion was worth the eight-year wait!
