Welp, the confederacy did produce around a half dozen different 20 dollar bills, but none of them look like the picture on tanga as far as I can find.

I'm just fascinated that the Confederacy issued a stamp with Washington's face on it. Some Googling shows that it's from 1863, but I doubt that matters. Using WASHINGTON as a cipher key hasn't helped, whether I make the W or the N be zero.

it is washington on a confederate stamp, and the x may coincide with the numbers on the grid below as they relate to washington, a ten-digit word, but all I get is ahotingoho... LOL

No real idea where to start on this one...

My rambling ideas so far (in spoiler text, just in case something works out, which I doubt):

* Using the first letters of the numbers (left with lots of F's, S's, T's and some E's, N's and Z's...not much coming from that)
* Why is the wrong president on the bill? maybe something like with the cleopatra puzzle earlier?
* Why is the bill X-ed out? Meaning it's irrelevant, or that we shouldn't think of the 20 or 1 dollar bill?
* Maybe some pattern to the numbers as used on a phone keypad...looking into making words from what a person could "text" with these numbers (though what does 0 become?)

[o]It is a 20 cent postage stamp, so don't bother with the money angle.

What else is can a X mean?

thinking in terms of zip codes
using X to suggest looking at the diagonals for zip codes...I get one in West Virginia which might equate to the civil war somehow?...googling some more
