The rules don't explicitly say if you can or cannot look at the card that you're adding from the horde deck to the turn deck, before reshuffling the turn deck.

If you cannot, that means you won't know where the enemy will pop up until you encounter it for the first time?

You cannot look at the card being added.

Correct. This is a large part of the game's challenge. You don't know for sure what might be coming or when.

It's also important to note that during setup, you remove some Horde cards from the game. You shouldn't look at these either, since it will tell you exactly which Horde cards are left.

You will find as you play this way that there is a really fun "ah ha! moment when you turn up the new hoard card. Then, you have to integrate that new information into all your planning for this and subsequent rounds.
