I hope to play AoS Scotland tonight, and read a session report where the Austrian turn order rule was used. Can anyone let me know what the rule is?

It's a for 2 players game. There is no bidding phase. You randomly draw the first player at beginning of the game. This player will be first for turn 1, 3, 6 and 8. The other player will be first for turn 2, 4, 5 and 7

We found this system very good because you can plan your strategy on long term.
Moreover, the bidding phase doesn't occur so it avoid that first player to pay all his bid while second one pay nothing especially when you must have a specific action and the otherone just raised the bid.

We apply this system in all our 2 players games now.

Great thanks for that Martin. We will give that a try instead. We ended up with 3 players last night and tried Northern England instead.
