According to a strict reading of the (Rio Grande) rules, the "second most" amount of gems or gold could be zero. This is often the case in set collection games, and rightly so.

However, I highly suggest requiring that a player have at least one gold nugget or gem to claim the second-place points. In a 4- or 5-player game, this should never be an issue. However, I think this is a vital addition for 2-player games and a good idea for 3. In a 2-player game, if someone grabs 4 gems early on, for example, they are very likely to maintain the lead. Thus, there is no reason for the other player to waste a tent on gems if they are already guaranteed the second-place points.

I have found that adding this requirement adds a nice bit of tension. You know you need to grab that one gem at some point before the end, but you'll want to wait until there is seemingly nothing better to do.
