Not sure why you're required to put (non-tavern) buildings only in the middle of the track, rather than abutting the edge. True, this creates an unplayable space (where the building meets the track edge) -- so you just put a track marker on it. I think that placing the chapel, especially, on the outer edge of the track is a good idea, to make it more challenging to get to. The chapel (which gets rid of your dent cards) is enormously useful, so players would have to decide if it's really worth the extra effort.

Plant a load of pine trees around it. Generally, that makes players have second thoughts. devil

Also depends on the number of players. With 8 this may cause a lot of frustration since there simply isn't enough "parking" space.

I play it this way - depending on the track. I put the chapel on the side and mushers discard dent cards if they end in a row lined up with the door. Let's me use more buildings per track.
