No, not correct. You place them top down sequentially.

I'd say 'any order' refers to ranger placement order. 2 on the camps and 1 on the windwill. Or the reverse. Weird rule/translation, but it's a Euro game. I just envision the translators drinking a lot.
Worse is the lack of $4 move restrictions.
We limit it to once a player turn.

You have it backwards. The top half are removed, and the bottom half slide up.

Seriously, to not watch 1 player trigger 4 scorings and take 10 minutes of this fast game. Yes ,he accumulated lots of money. But it just doesn't feel right, IMHO. And you say the designers chimed in?

Also, the rules
don't say how many rangers you can pick up nor how many camps. I agree it hints when it says "location", but nit pickers abound.
We do 4 max/1 camp because it seems
to match the other actions.
Obviously, you can make up your own rules, but I use the "simplify" theory for rules interpretation. Whatever makes the game most exciting is my driving reasoning. Open cards is not one of them.

..close, but no cigar. Hmmm, the other guy leans towards 'once a turn'.
These are Eurogames, not rocket science or consims. Rules are very elastic.
Or..I could just drive up to Cheddarland and beat you over-I mean in- a game! Or just show up at ROCKCON....
