in the new rules for landing craft, the example rambles off some transport values for the example units. How are those derived?

They are defined in the rules under the transport ability. IIRC all leaders cost 1 and other infantry units cost 2 to transport.

A quick search on Wiki produced these numbers;
German
Sd.Kfz. 250 could carry 4 passengers plus the crew of 2
Sd.Kfz. 251 could carry 10 passengers plus the crew of 2

United States
M2 Half Track could carry 7 passengers plus the crew of 2
M3 Half Track could carry 10 passengers plus the crew of 3

So, being able to pack in "7" counter points, 1 for leader and 2 for a squad, seems to be excessive. That would be 16 troops plus the crew. 5 would be a better counter point value.

Landing Craft Assault (LCA) would carry 36 troops, over three times that of a half track.

In the movies that this game is based on, every trooper was either in a jeep or a truck. The only exception I can think of is the Dirty Dozen...

Keep in mind that a single unit might represent a squad but it also might represent a small portion of a squad. So a single US infantry squad would be one recon team, one fire team, and one BAR support team. So there's a bit of inconsistancy. Sometimes a recruit tile is a platoon but sometimes it's also meant to be a company.
