In the setup, does the random selection of inaccessible orders for the non-player dungeon boards take place before the players make their choices for inaccessible orders? Or after?

The inaccessible orders are random in setup for players too.

Not entirely. You draw three cards at random, and choose two of those to be your initially inaccessible orders.

Oops, yeah, so you do. Well the rules say:

After the starting player has been chosen, but before the first
Monster, Room, Adventurer, and Event Tiles are revealed, you
shuffle your Orders Cards and draw three at random. From
these you choose two to be your inaccessible orders. Once all
players have made their choices, the inaccessible orders are revealed
and the game begins as described above.

So it is done during setup.

As for the non-players, it just says "Before choosing orders", but it is under the heading "The Orders Phase with X players", so after the setup.

EDIT: D'oh, yeah, it also says to deal out 3 cards to the inaccessible orders on non-player boards during setup. Sorry for the useless posts.

I guess you make the choice with the non-player inaccessible orders known.
