Side-note: Why did they make a distinction between Terror and Agitate while they didn't do so for Pacify and (Coup-)Pacify?
Terror and agitate are two entirely different actions in both theme and mechanic.
Terror represents violence or threat of violence to force an are into compliance. It generally requires an underground guerrilla, which is then activated to perform the action of adding a terror marker and changing the support by one level.
Agitation represents bribes, rabble rousing and other non-violent actions toiinfluence the local leaders or populace. It is carried out by spending resources to first remove the effects of terror and then shifting support by up to two levels. This most often takes place in the coup phase.
Both actions have some similar goals and results, but differ just as bombard, ambush and attack have the same goal of removing enemies, but do sothough very ddifferent mechanisms.
