We always play a different order, where travelling is not really an action.

- place maharadja and governor
- move architect (once)
- fulfill actions

I feel it adds somewhat more strategic elements in the game, as you avoid the situation where the architect is moved back and forth between cities.

Monopolies are also more easily formed (if a player wants to go to the next city, he cannot just move his architect back and score also there).

An interesting tactical situation also occurs where you block a city (i.e. you move to the next counted city, where only your houses are leading to, you move one of your houses breaking the connection to the city. No player can reach this city now by just placing a house and travelling, because you first travel and then buiild houses)
