So im just getting in to the game. Im trying to build a bolt deck and this is what i have so far. I dont want to spend more than $8 on a card but what suggestions do you have? Set doesn't matter.

Ghost Rider isn't actually a good die. Too expensive to field despite the cheap purchase cost.
Maybe the Half-Dragon - Lesser Humanoid to discount your dragon purchases? Also gives them a stat boost, so seems like a good fit.
To really utilize Horn of the Unicorn, you might want Iceman - Too Cool for Words for the global to get extra bolts on sidekick dice.
I'd replace Power Bolt with Magic Missile.

Things I really like - Human Torch, Green Goblin, Mister Sinister.
Things I mostly like - Hawkeye, Red-Eyes B. Dragon, Blue Dragon. Horn of the Unicorn
Things I think you can do better - Ghost Rider, Drow Assassin.

Magic Missile is just a better Power Bolt, especially if you're going to be swimming in bolts.
I'm not really sure why Mister Sinister is here unless you're attempting to counter villain teams. His global won't get you too far (except in very specific circumstances) and he won't do much on his own generally.
Ghost Rider has a really high fielding cost for his mediocre stats.
Pyro - Uncontrolled (rare) and Manticore - Paragon Beast (rare) want to be a part of this squad as win conditions. When Pyro attacks, you roll your entire used pile and deal 1 damage to your opponent for each bolt present. While Manticore is active, whenever you get a [bolt][bolt] result on a die and don't reroll it, you deal 2 damage to your opponent.
Carrion Crawler - Lesser Aberration is an upgrade over Drow Assassin and provides a bolt global to deal with NPCs/Sidekicks.
Human Torch, Blue Dragon, and Hawkeye all want to be purchased at 4 - one of them should move one way or the other in terms of purchase cost (Human Torch has a solid 2-cost version if you want a replacement for Ghost Rider).
Just some general thoughts. If you're going for any sort of competitive play, you'll want a 2-cost mask character to help with the Professor X global from Uncanny that you'll run into. Otherwise, give it a spin and see how it plays. Afterwards, ask yourself what worked and what didn't. If a character didn't perform as well as you expected it to, maybe it should swap out for something else. Playing a team and seeing how it does against others will give you more insight than any suggestion I could ever make here.

And don't just play it once, against a single team.
Play it several times against a variety of teams.
With the right Yu-Gi-Oh bolts, to me this team needs a Punisher McRook in there. I would swap the Ghost Rider (Yes he has some of the nicest dice and they are mostly useless). Unless you are planning on taking equipment I think Iceman would be better than the Drow Assassin. He would be one of your only guys able to use equipment so swapping him makes sense.
