The rules say nothing about this issue, but I guess they are permitted.
So my question is: what kind of limits they must to respect to avoid too much conflict and down time?

As simple as the mechanics are, this game is all about side agreements and containign the leader. If you don't work together (for a time) you'll lose. That's what makes this game interesting, trying to work the other two players against each other, so you can win!
