Can someone please tell me how do you proceed if one played was randomly dealt 2 " You are a cylon " cards ? Does he pass one of the cards to someone else ? thanks

When the first cylon reveals they should pass all of their remaining Loyalty cards to one other player.

So you should do this even if you only had 1 Cylon Loyalty card.

edited out due to being corrected below. I haven't played without the expansion for so long...

Only if playing with an expansion. Otherwise he player can use the Cylon Resurrection Ship as an action space to pass off their other loyalty card to another player (if less than distance 7).

The automatic handoff of unrevealed loyalty cards to another player during Reveal is indeed from expansions, but it would be a good houserule for the base game as well, even if it makes the basegame cylon a tiny bit more powerful.

When using the action on the resurrection ship you can be fairly certain the passed-on card(s) contain a You Are a Cylon card, because it would otherwise be a wasted action for the cylon. So, doing exactly that can still be used for bluffing at a great cost of spending one turn to do it.

The automatic handoff became to be partly because the new cylon location overlays make the resurrection ship a hazardous location, the cylon can not voluntarily return there (thus the action was removed as well).

It's also worth doing in the base game because it comes free with digging into the Super Crisis deck for Massive Assault...

With Exodus Super Crises added in, it's less worth digging through the Super Crisis deck. Pegasus and Daybreak both include the revised Resurrection Ship along with an automatic hand-off of spare Loyalty cards at distances less than seven...

You can activate the Resurrection Ship location. If distance is 7 or less, give or unrevealed Loyalty Card(s) to any player.
