I play 51st State using all the cards from the base set, The New Era, The New Era: Spiel 2011 Promo Pack, Winter, Winter: Reaction Cards, and Ruins. In order to help teach players get an overview of this massive and complex card game, I've made the following Faction comparison, and decks breakdown.

The Faction Comparison is based on the six updated Factions included in The New Era, and the new one from Winter. (For a look at just the 51st State base set, see this post.)

Appalachian Federation

Type Name Cost Range

Advantage: The ability to Incorporate Locations of up to Distance two for one discarded Card and one Building Material resource, a resource which they produce each turn.

The Hegemony

Advantage: The one Range Universal Contact token that they produce each turn help them Cooperate, Incorporate, or Conquest as needed giving them great flexibility.

Advantage: The ability to Cooperate with Locations of up to Distance four for one Fuel resource, a resource which they produce each turn.

* Their Cooperation Range was incresed by one from 51st State to The New Era.

Advantage: The ability to re-use one of the Faction Contact Card actions once per turn. They also have one additional Worker available each turn, making Action Cards especially tempting to Incorporate.

Frozen City Decks
The Frozen City Decks are prepared as listed in the Winter rules, by combining both the 51st State, and The New Era listings. Please note that in order to even out the Cooperation, and Conquest Decks I have included the Rats from The New Era: Spiel 2011 Promo Pack in the Frozen City Cooperation Deck.

You put only one Cooperation Card, and Conquest Card into Frozen City at the start of each turn, and will only use six of the twelve available cards in each deck per game. You put two Leaders per turn into Frozen City, and therefore use twelve of the 15 Leader Cards per game.
