While there are 4 or more Allied INT in Persian Gulf Zone, Soviet Air Units can't perform Strategic Missions in this Zone.
Should I count this 4 Allied INT at the beginning of Strategic Air Phase, preventing Soviet Missions for the phase, or may I assign Soviet Units if, during this phase, some Allied INT perform strategic Air Missions and so total Allied INT (on airfields and carriers) fall below 4 ?
The restriction applies when strategic missions are being allocated, and allocations are simultaneous. It isn't relevant if an Allied INT based in the Persian Gulf zone performs a strategic mission in some other zone. Note that an INT on a damaged airfield that cannot activate or perform a mission still counts for preventing Soviet missions in that zone.
