In short, in solo games how do I know if a 3 op is 3 times in the same box or 3 different boxes in the BOT chart? Do Jihadists potentially recruit a lot in one country or do they try 3 different countries?
For Recruit operations, I play this so that I am moving box to box only as each box's conditions can no longer be met. So I would start a Recruit operation in a Regime Change country where troops outnumber cells by five or more. Let's say I Auto-Recruit using my first Ops point off of a 3-Ops card, and that now this RC country has only four more troops than cells. If I have no other RC countries with troops outnumbering cells by five or more, I would move to the next box, and Recruit in IR countries with cells<2x Ops, and so on. Once I get to the box that is non-IR, non-RC with the highest chance of recruiting success, I stay in that one country (implied by 9.4.2 "To the degree possible with cells present in a given country, and unless otherwise noted (such as Travel, 220.127.116.11-6.1; Radicalization, 9.4.3), conduct Jihadist operations from a given card within a selected country before moving on to another.")
I think the idea of proceeding down the chart as conditions are met is implied for Recruit operations by the line in 18.104.22.168 that says "Roll one Recruit operation at a time." This is not how a 2-player game is conducted, where all Recruit operations are conducted simultaneously. By rolling one at a time, you can check if conditions are met (or cells run out) as you go.
