A similar wording was my original thought, too. But the rules are clear on this:
"During setup, no card effects can be resolved except
objective card effects." (Effect Use And Timing, RRG p.5)
So it needs to happen sometime after setup, and the proposed wording does it at the earliest possible opportunity.
This would prevent 2 problems.
1) Would allow the other player to ajust his obstacle placement in function of your deployement of the station.
2) Would prevent some Hyperspace Assault shenanigan.
I'm not sure how to effectively deal with problem #1 without unnecessarily complicating the wording (it's not a big issue IMHO, especially given the cost of the stations). I considered having the ability specifically force you to replace the Station token, but that can really suck if your opponent places first.
#2 didn't occur to me - good catch! Fortunately it's an easy fix: I'll just remove the "you may" from the abilities of both title cards.
EDIT: I just noticed that the same rules passage also mentions that resolving upgrade cards (including titles) is optional "unless otherwise specified". So probably I'll have to reword them as "you must".
