I am not really sure about my own time at avail in general, but I like to tinker on games.
Though if you want them to have a basic ruleset I suggest they are developed at once in their ways of being developed - including the naval rules which should be universal for both the games.
Otherwise one risk to have some issues once merging them.
Yes it's crucial that the naval rules be universal for both games. The tricky part is that naval warfare in the Mediterranean was distinctly different than the Pacific. And the Atlantic was basically just convoy raiding.
I'm really looking for somewhere with extensive knowledge of the PTO to create a narrative for the war (I've already done this with the ETO) and design events for the tiles. I'm aware of almost every real and hypothetical campaign or strategy for the ETO (even relatively obscure stuff like Operation Pike or Habakkuk) but my knowledge of the PTO pales in comparison...
