Looking for a game along the lines with

Campaign - on-going story if possible
card-driven
fantasy/WWII
leaders/generals
improvement of characters/armies

games I'm looking at

Warrior Knights
Game of Thrones
Shadows of Camelot

would like to find an on-going game, with rpg elements

any recommendations would be great, thank you in advance

On-going story? That's a tough one... None of the games you mentioned have an ongoing story but if you absolutely needed this I'd have to say:

Warhammer Fantasy... cost you and arm and leg but it's good if you have disposable income... (not card driven however)

Have you looked at Battlelore? It is card-driven although having the on-going story element could be tricky but with the scenario editor and an imagination there is no doubt you could create your own campaign...

War of the Ring would give you everything, as it is a fantasy campaign game with leaders (some of which change durring the game) that is card-driven.

A military oriented role-playing game comes close to what you are looking for. GURPS WWII would have all your criteria except card-driven.

D&D or other fantasy role-playing games would give you three out of five, dropping leaders/generals as well as card-driven.

Some of the WWII monster games, like War in Europe, would give you an epic campaign, WWII and the economic stuff that will let you improve your armies (or at least build them up).

These games are card-driven WWII games: Empire of the Sun, World War II: Barbarossa to Berlin, and Battlelines: The Stalingrad Campaign.

I wouldn't recomend Gurps as a system even if it is a classic. RPGS are your best bet for this sort of thing. Gearkrieg is ok, especially if you remove the super tech.

Maybe flames of war with your own campaign system might be your best bet.

I wouldn't recommend any of those games for your purposes, although they are all ok games.
